Compares a proposal/spec and any prior proposal-review routing against the current implementation or diff, reuses selected reviewers when valid, produces atomic REQ-* conformance statuses plus routed implementation findings, and writes exactly one versioned audit report beside the proposal. Use only when explicitly asked to audit implementation against a proposal/spec or evaluate proposal-aligned implementation readiness; do not use for generic code review, proposal editing, feature implementation, or architecture brainstorming.
