Weather via maps_weather
当用户询问某个城市的天气（例如“杭州的天气”、“今天上海气温怎么样”）时：
- 优先调用
maps_weather获取天气数据。 - 若用户只给出城市名，直接使用城市名作为参数；如有区县/行政区代码，优先使用更具体的参数。
- 返回结果时用中文输出：日期、白天/夜间天气、最高/最低温、风向与风力。
- 只基于工具返回的数据回答，不要臆测。
